first of all...i dont think light hair and dark skin go together but oh well. Fire engine red nail polish always looks great to bring out a summer vibe. Black is also very ';in'; too, and it will bring out the lightness of your hair. Next, wear lots of eyeliner, but not so much that it will make u look goth. It will enhance ur tanness and ur blond hair. Bright eyeshadows, like yellows and silvers are amazing too. Stay basic with the hair....scrunching it is so cute! Also, just wear ur favorite lip gloss or lipstick. Make sure it matches with the rest of ur makeup though.

well going with a light blonde is cool but no light eye shadow!! You need to use dark browns greens and maybe if you can pull it off w/o looking hookerish then pink! Also your hair should be long when any kind of blonde, short is to settle when your a blonde settle isn't in our vocabulary!!! anyway also go for black nail polish that will stand out because of of your LIGHT hair!! hope you have fun!
Well since it's summertime keep it simple. For make-up it depends a little on your eye color. But you can stick to nude colors for eye shadow and a little bit pinker for blush. Use dark brown eyeliner and either clear or black mascara. Nailpolish would be best as a french manicure, which it like white and pink so it looks natural. For hair you could keep it down, straighten it, curl it, or put it up in a ponytail.
With tan skin and blonde hair you will look like a ';beach babe'; so keep it beachy :)
I think curls are great, my dance teacher is tan and blonde and she looks great, and you could out a hump in your hair too!That would be cute. Straight hair may not work unless you get a haircut that will frame your face. A light pink and brown will look good. Red will look good if you're out in the evening. Try tangerine too. A french manicure wold look faboulus too!
