This is really hard! I guess I would have to say beautiful hair. My skin is pretty good and I don't wear that much makeup. I am ALWAYS obsessing about how my hair looks!

I think that it depends on the woman and the situation.
Beautiful hair can catch the eye of someone from across the room and even from behind at a distance, and can be a woman's ';signature'; feature throughout her life even as she ages and makeup may become less of a factor.
On the other hand, a woman's best feature may be her eyes, lips, cheekbones, or complexion, and in this case, the hairstyle becomes more about framing that feature and less about calling attention to the hair itself, as well as the makeup to play up this feature becoming more important.
But you do have to be fairly close up and face-to-face to notice the flawless makeup.
I guess another difference is that a mistake with make-up can be easily corrected, while a bad haircut or even a bad hair day is harder to overcome. Except for extreme temperatures, makeup is less dependent on weather conditions such as humidity and wind!
BEAUTIFUL hair....if you have awesome makeup...and a crow nest on your head...you still look like crap

thats a tough one, id have to say makeup because when you get old your face will look old, so make urself look beutiful while your young. =) when you get old you can die your hair brown or w/e lol

If your hair is beautiful and big enough then people won't look at your face. Plus shiny hair can give you a really natural and summery glow. For me I am set wearing Eyeliner in the bottom and mascara on the top. =)
It depends on which you really need more. If you have really dull, oily hair and a lovely face then obviously you need the beautiful hair more. If you have gorgeous hair and a not so lovely face, then you definitely need the flawless makeup more.
Flawless make up is more important, because you can always wear a hat.
